Here's the magical theory behind it.
When witches and other magicians cast spells, it's easier if they work with the natural flow. And the moon's waxing and waning is a big heavenly indicator of which way things are flowing. Basically, waning energies are withdrawing, and are good for spells involving reducing and getting rid of things. Waxing energies are good for spells involving growth and expansion.
